Well Craig uses some gadgets which he aquired in previous movies.
So yeah, as far as we know, the bond movies are one linear timeline.
Eh, not at all. Casino Royale was clearly a reboot. He wasn’t even a double-0 at the beginning. There’s certainly continuity within the Connery films, within the Brosnan films, within the Craig films. But no sense of continuity between these eras in the series.
I tend to think each time there’s a new Bond it’s a reboot. Some are just softer reboots than others.

Sure, but ever since I was a child I’ve always liked thinking that the first 20 films are all part of one singular timeline.
EDIT: I guess there weren’t 20 yet when I first started thinking this, but you know what I meant.
I’ve always had sort of a hard time wrapping my head around the idea that all these Bonds are along the same timeline, even as a kid (maybe harder for me because there was 20 films and therefor more to reconcile).
