If it gets to be overkill, you can lose the a-ha effect as they rise into the senate chamber. (Maybe shape the wipe/dissolve back to normal to fit the door in the chamber floor opening?) Also, you could track the rest of the scene with an instrumental version so as not to overwhelm your sound effects.
