Initially, if I recall correctly, the season pass was announced with 4 heroes. It seems that we will get 8 heroes, 2 with each expansion pack, so it somewhat make sense that we get “lesser” heroes.
And with Bespin, I think it has already been announced that we will get Lando and Dengar…
