Interestingly, this is part of the direction both Brosnan and Dalton wanted to take the franchise, but the Broccoli's aways dork towards the gadgets after one attempted "return to form." They're more concerned with preserving the formula than actually going somewhere with the franchise.

If I could only get the Broccoli's to return my calls and read my treatment I could actually fix a lot of what has come unglued in the franchise. But that's just wishful thinking.

Meanwhile, I'm not holding my breath that they're going to improve the franchise in the next outing. But I'll probably still enjoy the film as decent popcorn-munching fare.
