First: did Harris actually offer this personally, or was it an off the cuff comment on his forum or in an interview? If the latter, I would not consider that to be a serious offer. Second: this would also cost Lucas a significant amount of time and money. Just because Harris would not demand compensation, Lucas would still have to pay for all of the materials and workers necessary to make it happen, not to mention he would undoubtedly watch over everything himself.
Harris hand restored Lawrence of Arabia and The Godfather. I’m pretty sure when a guy like that offers to restore your movies for you for free, you’d take it incredibly seriously. His offer was an “Open Letter” to Lucas
