Yeah, in most depictions, it looks as if TIE fighters are not capable of atmospheric flight - only in space close close to a mothership.

Yet, at the end of ESB when the Falcon escapes Cloud City, it is pursued by TIE Fighters. Those TIE fighters must have had repulsors or they would not be able to fly there. (or the pilots would have had to fly with the engines angled towards the ground)

I found my old technical manual. There is explained how the starting (from a desthstar-hangar) works.

“While many of the Death Star’s hangar bays were equipped to accommodate shuttles and other transports, most were engineered specifically to house, deploay, and service Imperial TIE fighters, which are not equipped with landing gear. The Death Star carried more than 7,000 TIE fighters. Smaller hangars contained few as two TIE fighters, while larger hangars contained six squadrons, or 72 TIE fighters.
Each TIE hangar bay had ceiling-mounted racks that held the TIEs several meters above the deck. Pilots climbed across a ganty above the racks to reach their starfighters, and entered the TIEs through ceiling hatches. After the pilot was seated behind the controls and the hatch was sealed, the rack disengaged and dropped the TIE into the waiting repulsorlift field below. The field maneuvered the TIE to the bay opening where tractor beams automatically took control, catapulting the TIE through the hangar’s magnetic forcefield and into space. When the TIE returned to the hangar, tractor beams would guide the TIE back on the rack.”
