Well maybe you’re correct, Luke could stop him and/or kill him. But consider this. Since Kylo has full knowledge of this, Kylo Ren has been running and hiding FROM Luke this whole time. Luke probably pursued him for awhile but had no success. He then sought to return to the ‘origin’ of the Jedi by seeking the first Jedi Temple for guidance.
Only later has Kylo gone paranoid and realizes he cannot avoid Luke no longer. Luke anticipated that Kylo would have to come to him instead.
