DL DVD-/+R issues and Recommendations for card to play computer video/audio on TV

I discovered today that, contrary to my original expectations, my primary DVD player (Apex 5131) does NOT play DL discs perfectly. The player will freeze up at a layer change or otherwise skip over the chapter where the layer change resides. The menus also do not display unless they are VMG menus. I have a newer DVD player elsewhere in the house where this is not a problem, but there is still a slight pause at the layer change. When I play back burned DL disc in my computer, there is no problem with lag, freezing or menus.

I've been to videohelp.com looking for answers, and while many have danced around these issues, none have addressed them directly.

1) The chapter skip seems to be a problem with older model players. Do any of you know of a workaround?

2) The freezing seems to be a buffering issue. Do any of you have a player you would recommend that doesn't pause at the layer break on BURNED DL discs?

3) Because I have the very fortunate placement of my computer and TV separated only by a wall (with pre-wired jacks in that wall), I can actually run S-Video and Digital Audio cables from my computer to my TV/Amp. Is there a recommended PCI card that will send out S-Video and digital audio data like a DVD Player?
