I couldn't figure out how to frame out the subs in VLC. Any tips on how to do it in any of the available windows based media players?

On VLC you just go to the video drop-down menus, select "crop", and then the 2.35:1 ratio (although this may cut some off if the frame isn't centered, so you can try 2.20:1 also).
