I have a region 3 DVD of Mimic 2 that has DTS audio. I'd like to know what you all think is the best way to process it so that I may burn to a disc and toss in my own region 1 DVD player.

I found an article online, which may be helpful to you.
Open computer > right click “DVD drive” > “Properties” > “Hardware” tab > select your DVD Drive > Properties > “DVD Region” tab to select the wanted region.

In the past I would've recommended the combo of Clone DVD & Any DVD to burn a region free copy but forget faffing around with all that. Connect the relevant A/V cables between your computer and the TV and use VLC to play the DVD in question, it can nearly always play discs from all regions. This is what I do on my PC and Macs.

I’d rip it with makemkv and make burn it to a new disk.

This. DvdDecrypter can decrypt from other regions without changing the drive’s region. I think you only get 5 times to change the drive’s region and then it’s gets locked in forever. That’s how it used to work anyway.
