I distinctly recall viewing that release at one point, and I remember it being like the HDTV broadcast but with the sides shaved off to 4:3. I think some of the FX shots were noticeably pan and scanned from the 2:35:1 version, as even SFX for Super 35 format films are usually done in the intended theatrical ratio so blow ups don't look like shit.

 I don't think so. Effects for all Harry Potter movies were done in 1.78:1 hard matte. I've seen the HDTV versions of HP 1, 2, 4 and 8 open-matte. Though 3 was P&S, despite an early open matte trailer clearly revealing that the VFX was matted at 1.78:1. I do not know whether HP 5, 6 and 7 are open matte or not, but 8 is, in majority of the movie, especially in the VFX shots. This is because they were shot on standard 35mm and Super 35mm, and never with anamorphic lenses.
