Having said that, the document is a report intended to cover their ass legally.  It has nothing to do with how they actually run things, and the only reference I can find on the actual site supports the bandwidth being reset like towne said.

Basically, ignore the guy talking about the bandwidth limit until you actually see it happen.  I use Mega and have never run into this.

 It depends on the service really. 

If the service has to store the file locally, it's there and you're paying to keep the file there. So 8GB of 10GB is THERE and people can chose to download from the server. If the services uses each access as "bandwidth usage" they're screwing you.

Some services require you to provide your own harddrives - in this case, they charge the service link as banwidth. A good example of the first option is WeTransfer. They host the file for a short period of time and the file can be downloaded an unlimited amount of times. It's already on the server, so if someone wants to download it a hundred times they could (so long as the server isn't overloaded). An example of the latter is StationEx which does international transfer from Harddrive to Harddrive and the files aren't stored anywhere. 

I'll do some research on Mega and report back. Just in Pre-Produciton on a film right now and started a 9-month contract in the editing department so I'm still adapting to a different schedule. Should have time to go through this stuff on Monday.
