You can't. It's not limited to the one film.
There's a big difference between a real character who says and does funny things and a character who does little more than make you laugh ("comic relief"). Han seemed more like a screwball, silly kind of funny in ROTJ. Not quite as clever and sarcastic as he was in ANH and ESB.

ROTJ Han = Carrot Top
I agree with your comments on the Emperor though. He's a creepy little smartass, and it's great watching him taunt Luke.
