I doubt in '97 the look of the city (better, of the Jedi temple and the Senate) was completed or definitive. They were added to make it more recognizable.

But after the Fall of the Jedi Order why would the Emperor let the Jedi temple remain intact? Shouldn't he say something like:

"This temple is a bad place! We will tear it down so that the evil evil evil Jedi will never return!"
