How do I cut a section of an AC3 audio file without re-encoding?

Need to fix out of sync audio on one of my DVDs. For some reason, half way through the movie, the audio is delayed by about 1sec.

So I need to extract the AC3 track and remove 1sec from the middle. I don't want to re-encode as it will lose quality.

Is this possible?

Hi Neon. The Womble editors can do this - I used Video Wizard to recut the Terminator 2 'CDS' mix from the Artisan DVD, which didn't have a terrific bitrate to begin with so I wanted to preserve the original data at the very least. I did something like 30 edits overall to sync with the video, and the AC-3 file was then just rebuilt with the alterations.

Thanks Jonno. Generally I would prefer free tools, but I'll use this if nothing else comes up.

But same situation here, the original audio quality is not great either (its a documentary) so wouldn't want to lose anything more in the process.
