In the Live and Let die he is not too bad since he was just there for a few minutes to make fun of southern stereotypes and he does have one great line "Secret Agent, On who's side?", given the amount of destruction that the average action hero causes I am surprised this question isn't asked in more movies.

Still there is no reason for him to be in The Man with the Golden Gun, and he ruins what would have been a pretty good car chase in that movie.  I did want to kill him in that film.

I guess you are right, for some reason I always remember his name as Sargent Pepper.  Maybe it is because I listened to so much Dragnet as a kid so whenever I think of law enforcement I always think of the rank of Sargent.
