There are a lot of prequel edits that do things similar to your suggestions already. MagnoliaFan replaced Jar Jar and the Nemoidians' dialogue with a mashup of various foreign and reversed language tracks, then gave them new lines with subtitles, and most edits I've seen reduce or eliminate the droid voices entirely.
