I was just watching one version of a Phantom Edit that tried to remove Jar Jar, but the movie really suffered from it. There's a whole lot of emotionless faces and people just standing around. I think with a change of voice and a change of dialogue, Jar Jar could be one of the best characters in the movie.

I envision him like a court jester, making jokes and acting up, yet also adding intelligent yet camouflaged commentary on the political situation. He would also know about Jedi and the Force, and comment on their corruption and ineptitude.
