I think the Presbyterian system of church government matches well-enough what's described in the New Testament epistles (that is, having multiple elders per congregation) and works well.

The more power is concentrated in a higher-level body, the less individual constituents have the power and perceive they have the power to effect the outcome of the political process. This leads to less involvement and thus less actual representation.
