Eww, he created her and then raised her throughout the life of the show. She's more like his daughter than anything else.

Because nobody should ever not want to kill off one of their characters. George didn't kill Jar Jar either. ;)

In any case, she left the Jedi order before the final season. That plot line had to have been written way before they knew the show was getting the ax.
