If he's that bad then I think it'd be a bit irresponsible not to report him. Endless laughing as well as talking to himself all night is not a normal symptom of just marijuana smoking. He's either doing a stronger drug, or he isn't doing well mentally; it'll probably be for his own good, as well as all your other neighbors, to just let somebody know. It's not like you are going to have to testify in court about this; most college dorms would probably have some kind of anonymous way to report people as well.
