Yeah, it is more positive than not. They acknowledge the difference between Star Wars versions and don't specifically say no such effort is going on, just the truthful statement that there is no re-release date (in short, they're not forcing whomever responded to tow a hostile, negative corporate line against the OOT). And no, Fox would not be the right place to ask, as they would never spend the money to restore a property that will be handed off in a few years, at this point it is up to Disney/Lucasfilm to fit the bill for any new transfers and then tell Fox how high to jump.
