He said a similar thing a few years ago, when the first Hobbit was announced. But the new scenes shouldn't be added to the films, but shown as bonus features

He said it on the ROTK commentary 10 years ago. If I recall, he teased finishing/restoring the Aragorn vs Sauron smack down for a future anniversary release.
