 Actually there is a lot of radiation.  In TDKR, the bomb is a pure fusion bomb, which presently doesn't exist, as a fission reaction is always used to create a fusion reaction.  But since the TDKR reactor used some other method to reach the appropriate temps for fusion, it would not spray radioactive waste, which are byproducts of fission.  These are what cause fallout, as they continue to emit radiation for years to come and spread throughout the atmosphere.  A fusion reaction emits massive amounts of radiation, but only in the immediate burst of the explosion.  When there is no reaction, there is no new radiation.
