It makes perfect sense. It gets a progressily darker tone. The Phantom Menace is a time of peace. Before the Clone Wars before the Empire at a time when the galaxy was at peace. This is why it is as light hearted as it could have been. Attack of the Clones progresses to a time where the whole galaxy is at the brink of a massive war. The result is the movie has a much darker tone and is alot less of a kids movie. Its tone was much darker then Return of the Jedi and a bit darker then A New Hope. However The Empire Strikes Back is still the darkest and most adult of the series. Revenge of the Sith is the beginning of the empire and the slaughter of the Jedi Knights. This is the most dark time in the series and the movie is going to reflect.
Sigh, ROTS is not the slaughtering of the Jedi. They are not going to show the violent killing of the Jedi on-screen. Vader himself hunts down and kills them, and he only shows up for a little bit in the movie. So that part's happenning off-screen. And Attack Of The Clones was not dark...at all. Especially not darker than ROTJ. Whether you think so or not, Jedi had the darkest story arc involving the Emperor. There's no way Backstreet Boy killing some tusken raiders was darker than that.
