There's the free Lite version of DVDFab Passkey, which works with all HD DVDs I believe. There's also an old Java program called Dump HD: http://forum.doom9.org/showthread.php?t=123111
I already muxed in the DTS-MA from the BD with the VC1 from the HD DVD for Apollo 13 a couple years ago, it worked pretty well. You need to apply a -431ms delay to the DTS-MA according to this thread on AVS: http://www.avsforum.com/t/1243394/apollo-13-comparison-pix/300#post_19996540
