I've heard various explanations for this. One is the Empire is using mostly conscripts in the OT, and their training isn't as good as what the Clones got.

Or they are all non-Jango clones, and not up to snuff.

Thirdly, the Empire went with the low bidder either on the blasters or the armor. Even Luke complains he can't see out of his helmet. ;)
