I guess so.
Well I see like this. One can either use their force capacity to augment physical ability of body or use it to produce certain force powers (choke, lightning, telekinetic).

"Force Speed" is completely dependent on script requirements, not force ability.
For example, Obi-Wan can use it freely in the beginning of Phantom Menace to escape the droids on the Trade Federation ship, but during the fight with Maul at the end of the movie he is unable to use it because the script says he must be separated from Qui-Gon.
Kind of like in Attack of the Clones when Anakin says to shoot down Dooku, but they can't because they're out of rockets. The 12 or so laser guns on the ship had been disabled by the script at that point.

When you use Force Speed, your Force power meter immediately drops to half. It will not begin to recharge until the effect wears off, and if you use any other powers while Speeding, it will drop further still.
At level 1, you will move 33% faster than normal. At level 2, twice as fast; and at level 3, four times faster. If your Force meter is at least half full and someone fires a disruptor rifle at you, you may be able to automatically dodge the shot. If not, you'll get disintegrated.
I totally can picture Lucas explaining it that way to the editor(s?) of the prequels, who had to just shut his (her/their?) mouth(s?) and just do it.
