It can't be completely static or it will stand out too much.

And it could work as a static shot. Why Lucas moves the camera on a insert that's not a character's POV I have no idea.
What bugs me about the original untouched shot is a red flashing light would have communicated a "inoperative" elevator better than a dark panel.

It's working now, but unfortunately it's the wrong kind of movement IMO. A flashing light might work better.
A slow zoom, the kind Lucas uses way too often in the PT, would work better than the shake.

I don't know, it works for me. The flashing light or zoom would also work, I'm not particular about it.
You could use this as an opportunity to make fun of bad photography (something along the lines of zooming in and in and in, mocking unnecessary zooming). Or you could go with a camera shake, but then again, if you don't want the shot to stand out too much, it might be better to do a normal effect.

I like this idea.
It is a trope of US sit coms of the 70's and 80's to have a zoom into a still frame of an exterior as a lead into a scene.
Maybe you could have a still image of the Jedi temple and zoom into that at some point?
Weird, I never noticed still frames for establishing shots until the late 80's. Older shows tended to have several stock shots, so you could have lights going on and off, or extras walking past. Or show the weather.
It was probably easier to do with a facade on the backlot than a real house.
Tying into Padme's line about freedom dying to thunderous applause, Palpatine's speech could be accompanied by studio audience applause from any old sitcom. The more fakey and "canned" the better.

Perhaps y'all don't remember, but I've already got a similar music sting that I used in TRM and AOTR.
Although some of the humor is not my cup of tea, these are very funny and in the same spirit as TRM and AOTR:

It's almost worth getting hold of Star Maidens just to merge some of the cool model effects at the beginning into the spaceship crash.
Wow, been a long time since I saw that show. It tended to get buried somewhere on Saturday afternoons in the states. I remember the theme song being different though.

The thought also crossed my mind that the asteroid base at the end of the movie could be Moonbase Alpha from Space: 1999 or Clavius from 2001.
