Originally the 1997 was supposed to just be the original first movie restored for its 20th anniversary aka Star Wars, with no added cgi whatsoever.  Then Lucas wanted to redo the effects, and was able to get Fox to pay for the whole trilogy restore and new effects as a test run for the prequels and he had not to pay a dime.

I think the project was initiated at first because when they looked at the state of the negative in 1994/95 they found it was so badly degraded they could lose everything if it was not saved.

For Star Wars being saved and FOX putting up the money makes total sense at the time as they still owned Star Wars 1977 and not Lucas.

The secret prequel deal has always been pretty much figured to be how Lucas got the original films rights back.
