It makes way more sense if Owen was a strong willed and angry character in the PT. If he had taken Luke into his care after all Luke's family were killed messing around with those suspicious Jedi sorts, then Ben having little or nothing to do with Luke would have made sense. If Owen had forbade Ben from seeing Luke, Ben's next best option would be to build a hut in the hills nearby and keep watch. As for Leia, maybe she was hidden away as planned before Owen interceeded.
