Along with Star Trek V it has to have some of the worst effects of the later 1980's.

 The extended cut is only 3 minutes longer, with 2 added sequences during the Nuclear Man fight. It doesn't improve the film much, but if it's the way you are used to seeing the film it at least makes it feel complete again. The score is also really good and it continues without interruption with these 2 scenes put back in.

 I think they are all the same mix. They are all stereo. The bluray is DTS-HD-MA, so the bitrate it much higher than the DVD version.
