I am using RCA USB Cables,

Sounds like a generic USB capture device with RCA inputs. Do you have a make/model?

a VCR,

What deck? Does it have a built-in TBC or any image stabilization features?

and a VHS to DVD program called "Golden Videos".

Interesting, never heard of it. Why did you decide to use this instead of the popular free software VirtualDub?

I record the VHS footage on to a DVD

So your program converts to MPEG2 for DVD-Video on-the-fly?

(I only turn the Blu-Ray to 1080p HD by using "VideoPad" Video Editor to render it so, it can be played in 1080p HD. Then, I burn it onto a Blu-Ray Disc by using a Blu-Ray burner.).

Can you upload a sample of what this looks like? Would it not be better to let your TV do the upscaling?
