 tsmuxer is what others here have used for a basic disc. No menus, but it all burns successfully, and you can cycle through audio tracks. If you only want a couple audio tracks, you can choose what you want.

For now, I'm happy having the disc I burned as a physical copy that seems to play in players/PS3 just fine.

There are also trials out there for other software which should do what you're after. Some pages ago (maybe 10?), there was a good demo out there that looked promising, but had some kind of audio track/menu limit, IIRC.
