There is no error. You just made it up yourself. There is no indication what so ever that the fleet stationed at Endor wasn't in fact just a fraction of the navy. And it is pretty obvious that the troops we see on Endor were not an entire imperial army but rather just a company-sized unit guarding the back entrance.

Do you know what a legion is? It is roughly a regiment equivalent unit. And Sidious just said that an "entire legion" is stationed on Endor... he did not say its all guarding the back door. As for "best men", this could be as well a general replacement term for Stormtroopers, which were considered an elite unit of the military.
