Keep in mind that originally Yoda was a lot more like Pai Mei, in that he was the crazy old wizard/martial art master living in the wilderness one had to search for and win over in order to garner their guidance.

Yoda wasn't supposed to be a politician or Jedi "leader".... he was supposed to be a hermit, or akin to the Shaolin Monks or Christian missionaries.
