Got my boxset and I can full concur that the findings are true, and this is very embarrassing on behalf of Lucasfilm and Fox, to allow such a thing to occur with literally the most anticipated DVD release.

To make it brief for the uninitiated, it appears that during the sound reconstruction stage which they said they were doing with at least EP IV, I would say that some of the sounds of that Tarkin scene must have been either destroyed or too far gone, or they just plain forogot to replace the entire former soundtrack, with the the new one they rebuilt from the original sounds and ADR. It is easy to pick it out by noticing the change in audio quality when the camera shot changes from close up behind Tarkin to head/shoulders side shot of Tarkin and Leia. Really, really stands out.
