The Valeyard was a creation of the Time Lords (they manipulated the Doctor's future and then projected him into his then present).
When that happened he became a separate being, this seems to be the same being.
He is clearly Chris Ecclestone's stand in.
They couldn't get the survivor guilt ridden ninth Doctor so they invented a new one.
