it could be argued as a kind of escalation though? the imperials build capitol ships, so the rebels respond accordingly.
but that aside, it would be hard to have a PT without these bigger ships, and considering how old the galaxy is it would make sense to have them.
maybe the wedge shaped star destroyer in the PT could be smaller, and grow and grow as the clone wars progress. then by ANH its got really big, and by ESB it is bigger again!
