He did not "lie," he simply went with the best information available at the time, which was coming from not only US Intelligence, but MI6 and Russian Intelligence as well. Kerry visited Vietnam in 1993 as part of a US delegation that was looking into finding missing servicemen, where the photo in question arises from ( if you want to see it, it's here). As for what the museum says, if it does say it is crediting him, it's pure propaganda. Wouldn't be the first time.
