Many of the 911 perps were students from the gulf oil states in their early twenties who operated out of BOSTON. He was right next to the scene of horrible carnage and he fit the profile TOO PERFECTLY. Stopping him to ensure that he could be QUESTIONED was the only sane thing to do.
