Your right it's a bit dull but if it somehow mixed a bit of this in, and in the right quantities it could be made to feel like it was actually set before Episode IV.
And if this art direction was chosen then it would also make it a bit more grounded in terms of reality. Which the PT when you look at it just screams I am a cgi generated image and this is what we can do now common in a lot of modern films without much thought into plot
Lowering the Budget of the PT would do it some good, and it would also work to an advantage not only for the edit in some ways say for extra scenes and alike as it does not then need to be over indulgent and can more easily grounding it more in reality... And I guess people are more forgiving of old 70's movies too... We know it is not but if it tries to be it will get let off the hook so much more easily

Using some of this background detail or as a design basis on Kamino or the underwater Gungan city to make it feel more real or borrowing from it for instance like the big long strands of sea weed hanging and the shiny pipes
I think what I mean is taking the approach of "how did they do this stuff before we had Cgi.. Ok let's try and do this in cgi but make it look as real or use elements of it"
