Sure it is a fact that Vader is a villain. But the fact is also that Tarkin is a villain. The only thing in question is who is the main villain in the film. Considering Tarkin being the "boss" of the bad guys in this film and that he does far more evil things than Vader I would be safe to assume he is the main villain.
