Not at 4.1, but it does depend on the profile.  At 720x480, a bitrate of 22000 is massive overkill anyway.  I had assumed you were upscaling.  If you stick to 720x480, you will need to use the fake-interlaced switch, assuming the framerate is 23.976fps and you have performed an IVTC.  Check this thread out.

I don't use multiAVCHD, but if the program has encoded the video correctly, and I imagine it has, I would be very happy with a file-size of 10GB because even that is probably more than is needed for very high quality.
