Personally I'd keep him but edit out the worst slapstick moves and give him a less grating character via a redub.

I'd make him a 'fish out of water' sort of character.

Have him the Gungan representative to the Senate, not used to combat situations.

A bit like the stupid Marcus Brody from The Last Crusade as opposed to the smart one from Raiders.
