If its science fiction how come it says "A long time ago" at the beginning, science fiction is about the future

Science fiction isn't by definition futuristic......
Futuristic settings are very common for science fiction, but not a must.... X-Men is science fiction, yet it takes place in modern times, just like space oddsey and gattaca and stuff like that......
Some fantasy can actually be futuristic, if it has supernatural, mystical and magical elements and downplays on the science elements; if it has supernatural, mystical, and magical elements combined with a focus on science fiction themes (as opposed to just a background setting/props), then it's is science fantasy, a blending of the two genres......
Science fiction can take place in the past..... For instance, what if I write a book about a guy that time travels to the past, you see now????
