The thing is Mauel was a very distinctive look, he did look cool...that shot of him standing behind Palpatine in hologram was menacing. The fact that he wore no armour, his mask was just face-paint meaning that Ray Park could optimise his martial arts ability that made Vader look like a zombie.

If he had been kept as the main Sith assassin throughout the movies....he would have maybe made it into the top 100.
