As for the awful dialogue in Attack of The Clones, I don't know who wrote it - Lucas or Hales - but it is pretty sad that people always assume that anything bad in the films is automatically Lucas's fault, even when he's had a co-writer.
It's probably because as employer of the co-writer, even if the rubbish lines were Hales, Lucas still kept them. He also directed the scenes where they were said and oversaw the editing and had final say to the theatrical cut and home cinema cuts of the film.
So it is automatically his fault.
