I feel like the general consensus has gone from initial shock, surprise, and maybe a little dismay to one of very cautious optimism; don't forget we've been burned several times before with the special edition, one bad prequel after another, the special edition becoming the regular edition, more special editions, the disappointment of the failed GOUT, and finally a Blu-Ray that seemed to forgo fixing all the old errors in favour of adding in more changes.
Every time in the past we collectively got our hopes up, only to have them dashed. The GOUT was the last straw, so with the Blu-Ray we learned to regard everything with a very wary eye, and we were proven correct that time. This time I would say the overall feeling is to go in expecting nothing, but hoping for the best.
As for the Live Action TV Show, I feel like this Disney/Lucasfilm deal has been in the works for a long time now and might have something to do with the postponing of the show. If budget concerns were the only problem, I don't know if there's a company with more money and more TV experience than Disney (considering they own ABC especially), so it's entirely possible that Disney will be taking the reins there and moving ahead with Star Wars TV.
