New interview with Lucas biographer:

The next in the series, he said, involve Luke Skywalker in his 30s and 40s, but Lucas was unlikely to turn to Mark Hamill, who played Luke in the original but whose performance left the director dissatisfied.
Good thing Lucas went with better actors for his prequels.
Most people don't realize that the director has a HUGE impact on the actors performances. With all the stories about how Lucas hardly even talked to the actors on set during SW, it's a wonder that the performances were as good as they were. And Hamil gets a bad rap for SW, but the audience clearly bought into Luke Skywalker, and without him making Luke a believable character, it would not have been nearly the movie that it was.
And it's not that he hired bad actors for the prequels, it's just that he is that bad of a director. He was an editor first, and he has even stated that the editing room is where he is comfortable and where he thinks the movie is really "made".
